Goto Control Panel
Goto "Administrative Options"
"Services"
Find "Telnet"

Make your Own Windows Theme

Firstly, you have to patch certain files and then Win7 will be able to run the themes.
Patch the files by using Universal Theme Patcher, download the patcher here:

After the download, follow these steps:
1. Run the .exe depending on which system you have (x86 or x64). Choose whatever language you'll be patching in.

2. The program will synchronize with the system and ask you whether want to patch or not.

3. Click Yes and the Main Menu will appear and now you only click “Patch” for the stuff you want to install.

4. After you click patch, the Restore option will light up in case something goes wrong. You may need to restart, you may not. I had to.

After patching, any custom themes that come up come with a .theme. Double-click that and it will bring up your theme section in Control Panel. After THAT, it should install the theme. If not, keep trying and check that it's Windows 7 compatible.

For a large list of Windows 7 themes, here's a website. It's in Dutch, but not that that matters. Just click the pictures of the themes to be taken to the DeviantArt page of the corresponding theme.
